Orchestration Theater is the pattern in which agents are added to a workflow because more agents read as more sophisticated or more autonomous, without a corresponding, measurable reduction in what the added boundary was supposed to justify. No improvement in Escalation Rate. No extension of MTTI. No fall in the cost of producing one resolved outcome. The workflow looks more advanced. Nothing about its economics has actually moved.

The term names a specific failure, not multi-agent architecture in general. Every agent added to a workflow is a boundary — a point of context transfer, latency, inference cost, and failure surface — and a boundary is a legitimate cost when it removes a more expensive one elsewhere in the system. Agent Council is the clean counter-example: it adds a review-layer boundary, but that boundary resolves cases at compute cost that would otherwise have escalated to a human Steward, and it earns its cost by removing volume from the most expensive resource in the stack. Orchestration Theater is what remains when that trade never happens — when the boundary was added and nothing measurably cheaper, faster, or more reliable resulted from it.

Application

Orchestration Theater is diagnosed the same way it is prevented: by checking whether a Delegation Trace can attribute a specific outcome to a specific agent at a specific boundary. A workflow that cannot produce that attribution has not achieved more sophisticated orchestration — it has accumulated boundaries nobody can price or defend. Every added agent should be checked against what it removes, by Task Tier, before it ships: a boundary at T2 that trades Steward-cost resolution for compute-cost resolution, as an Agent Council does, has usually paid for itself before its first case runs. A boundary added at T1 or T3 because a workflow looked like it needed one more layer usually hasn't, and the fact that it looks more advanced is not evidence to the contrary.
